NATO summit

The 28 members of NATO, which includes 21 member states of the EU, adopted a new strategic concept and a plan to hand over responsibility for security in Afghanistan to local forces by the end of 2014. Anders Fogh Rasmussen, NATO's secretary-general, said that NATO would not abandon Afghanistan even after its forces have left.

NATO agreed with Russia to co-operate on missile defence, although it is unclear whether this includes actual Russian participation in alliance plans for a missile defence shield against Iran and other rogue states. Dmitry Medvedev, Russia's president, said that the specifics of his country's involvement in the scheme remained to be sorted out. The defence ministers of NATO and Russia are expected to decide on the next steps at a meeting next June.

Medvedev's meeting with NATO leaders in Lisbon was the first NATO-Russia Council since Russia's invasion of Georgia in August 2008.
