Commission presents options for carbon market

Decision on 'backloading' emissions permits delayed.

The European Commission has announced that it will wait until after consulting member states, stakeholders and MEPs before taking a decision to delay the allocation of permits in the European Union’s emissions trading scheme (ETS).

A proposal to ‘backload’ the allocation of emissions permits until the end of the 2013-20 trading period was expected to be announced before the summer break. But some industry groups, including BusinessEurope, have warned that a decision should not be taken until a full impact assessment is conducted.
