Council of Europe defers secretary-general vote

Dispute prompts parliamentary assembly to take election of its agenda.

Europe’s top human rights watchdog, the Council of Europe (CoE), will be without a secretary-general in September after the body’s parliamentary assembly this week refused to hold an election for the post.
