EU summit: leaders strike tentative deal on €960billion budget

Specifics to be negotiated in second summit day Friday as diplomats expect tough negotiations.

The leaders of the European Union’s 27 member states have agreed an overall ceiling of €960 billion for the EU’s spending in 2014-20 but have not been able to wrap up negotiations on the specifics of the budget.
