How neutral is status-neutrality?

The answer is perhaps that the term is pragmatic. And, in Kosovo, that may not be unreasonable.

After months of uncertainty, the United Nations Security Council earlier this endorsed week a plan by the UN Secretary General, Ban Ki-Moon, on the deployment of an EU’s rule-of-law mission in Kosovo. That was followed, today, by the EU’s announcement that the mission will be deployed next week. The mission, known as Eulex, will gradually take over a number of specific police, justice and customs duties from the UN administration in Kosovo (Unmik), which will continue to operate in a reduced capacity.
