As a December deadline looms for striking a deal on the EU’s budget for 2015, Juncker may be forced to come up with another reshuffe – this time of resources.
Negotiators failed to reach agreement before a deadline of midnight on Monday, so the Commission will have to come up with a new budget proposal.
