HEADS of state and government discussed progress in the Intergovernmental Conference on EU treaty reform and renewed their commitment to reach an agreement on measures to prepare the Union for enlargement at the Nice summit in December. Although no formal decisions were made, all member states agreed in principle to the idea of removing the 'emergency brake' on enhanced cooperation in order to allow groups of member states to forge ahead with closer integration without all of them having to be involved.
