FOREIGN ministers welcomed Albania's decision to hold elections on 29 June and expressed the hope that all parties would participate fully. They stressed that “primary responsibility for the future of the country lieswith the Albanian people”. The Union will support the elections, through the Organisation for Security and Cooperation in Europe (OSCE), and will continue to support economic reforms and provide humanitarian aid. Ministers said that they were also prepared to support a Western European Union (WEU) plan to re-establish a viable police force and were ready to consider convening an international conference on the country.
