Mario Monti, the European Commissioner for the internal market, presented a progress report on the single market action plan, which was welcomed by ministers. They noted that "important progress" had already been made, and stressed that "the complete and effective transposition within the prescribed timetable of directives by the member states as well as the correct and effective application of Community legislation are the preconditions for a good functioning of the single market".MINISTERS agreed on the need to reinforce administrative cooperation between member states and the European Commission. They indicated that they would consider, with the Commission, exactly how to introduce informal procedures such as peer group review designed to monitor the enforcement of single market legislation.
