Air still polluted as EU leaders fail to crack the eggs

THINGS apparently haven't gotten bad enough in the European Union, what with the constitution's demise, the pathetic big-country power-trips and the ensuing summit fiasco. Turns out carbon-dioxide emissions in the bloc are also on the rise. This despite the hoopla surrounding the EU's enactment of the Kyoto Protocol on greenhouse gas reduction.
