Balkan reform vital for EU entry - 1

The EU's enlargement strategy must ensure that frozen conflicts are not imported

The recent war in the Caucasus region demonstrated clearly that we cannot be happy to live with frozen conflicts. All too easily they can thaw and lead to war. South-east Europe is not home to a big nation that is trying to preserve its sphere of influence – but there is one nearby: Russia.
