Barroso's inescapable obligations

Back in 1995, Jacques Santer made “doing less, doing it better” the slogan of the European Commission that he headed. Thirteen years later a report* from the Centre for European Policy Studies (CEPS) has analysed how far Santer's objective has been met by José Manuel Barroso, the current Commission president.
