Benita's Belarus babble

Benita Ferrero-Waldner, the European commissioner for foreign relations, last week condemned the arrest of leaders of the democratic opposition in Belarus.
Her statement contained one particularly ringing phrase, in which she pointed out that politically motivated arrests were “in contradiction to the EU's offer to Belarus to engage in a full partnership as part of the European Neighbourhood Policy, as is clearly set out in the ‘non-paper to Belarus' that we issued last November”. Well, it could hardly be clearer, could it?
