Cruising towards an energy policy

The European Union is supposed to be pursuing a strategic energy partnership with Norway, according to a paper prepared by the European Commission and EU foreign policy chief Javier Solana, earlier this summer. European citizens plunged into darkness last Saturday night (4 November) might be forgiven for wondering why.
