Did Dimas laugh or cry into his pint?

Those trying to work out who won and who lost during the in-fighting in the European Commission over proposals to set binding targets for emissions from cars, should take note of the following.
On the evening of 7 February, Commission staff from the environment department repaired to Kitty O'Shea's, an establishment which styles itself as an Irish pub and flourishes within the shade of the Commission headquarters, the Berlaymont.
There they were joined by the Environment Commissioner himself, Stavros Dimas.
A sighting of Dimas in a pub is rarer than a sighting of the Enterprise Commissioner Günter Verheugen on the Unter den Linden in Berlin with his chef de cabinet Petra Erler, so clearly this was a special occasion.
Dimas, it seems, thought he had something to celebrate.
