EU to tread on toes in Kosovo

Kosovo is a special case among the countries of the western Balkans because not all EU member states recognise its independence, unilaterally proclaimed in February after almost nine years under UN administration. The EU is deeply involved in Kosovo and has hundreds of officials deployed as part of several missions – but until all members recognise it, the country cannot formally embark on the difficult road to eventual membership.
