The Commission's directorate-general for health (SANCO) entered one reservation – about member states' cost claims for eradicating and monitoring animal diseases. The Commission estimates the error rate at 4.3%. The main problem is that the member states have not correctly applied the legislation's eligibility rules. To fix the problem, the Commission introduced a more precise and restrictive definition of eligible expenditures in January 2011. As from 2012, a lump sum payment was applied, which the Commission hopes will further reduce errors in member states' claims in coming years.
