õ The European Council nominates the person it intends to appoint as president of the European Commission (qualified majority)
õ The nomination shall be approved by the European Parliament
õ The Council, by common accord with the nominated president, adopts the list of nominees for commissioners, drawn up in accordance with the proposals made by each member state
õ The president and the other members of the Commission are subject as a group to a vote of approval by the Parliament
õ After approval by MEPs, the Commission is appointed by the Council (qualified majority)
Lisbon
õ Taking into account the European Parliament elections to the European Parliament and after appropriate consultation, the European Council proposes to the Parliament a candidate for president of the Commission (qualified majority)
õ The candidate shall be elected by the Parliament by a majority of its members. If there is no majority, the Council shall within one month propose a new candidate
õ The Council, by common accord with the president-elect, shall adopt a list of nominees for commissioners
õ The Commission shall be subject as a group to a vote of consent by the Parliament
õ On the basis of this consent, the Commission shall be appointed by the Council
