RECENTLY, the most popular theory in Washington is that Europeans are pacifists only because of their military weakness, and that the Americans – whose defence budget dwarfs those of the four other permanent members of the UN Security Council combined – bear sole responsibility for the burden of policing the world and the installation of universal democracy.
