Lloyd's is not a local matter

Michael Cashman leaves out a basic fundamental in his letter 'Lloyd's is local matter' (European Voice, 7-13 July) that is material to events surrounding this saga. The European Commission is guardian of the treaty and as such has duties to ensure that all aspects of the treaty are implemented and applied in member states. One aspect of community law, that is attractive to citizens considering the benefits of community membership, is that the law dictates that citizens are entitled to compensation for damages caused by a member state's failure to comply with European law.
