Austrian Chancellor Viktor Klima gave a revealing insight into how key decisions are taken by heads of EU governments at a dinner with foreign journalists last week.At the Cardiff summit in June, German Chancellor Helmut Kohl and French President Jacques Chirac were very keen to ensure that Europe was “brought closer to the citizen”.But how could this be done? Klima described how one of the assembled multitude decided there should be a special summit and suggested holding the meeting in October.
