Parliament's legal vacuum

Making sure that member states correctly implement EU law is a top priority for MEPs and the European Commission. The UK Liberal Democrat MEP Andrew Duff wants the European Parliament to set up a special scrutiny committee to monitor member states' performance.
Parliament's legal affairs committee held a special hearing with the joint president of the Greens/EFA Monica Frassoni, who is drafting the committee's report on the issue, Catherine Day, the Commission's secretary-general, and Claire-Françoise Durand, the deputy head of the Commission's legal service. But apart from Giuseppe Gargani, the president of the legal affairs committee, Frassoni and Duff, there were only two other MEPs present – and one of them, the Austrian centre-right MEP Paul Rübig, did not stay until the end.
Perhaps a Thursday afternoon before the Parliament's holiday week was not smart scheduling.
