THE SINGLE MARKET ACT

The SMA will contain measures on:
Public procurement (including promoting the use of the internet to speed up tendering procedures)
Funding transport and energy infrastructures (including issuance of EU project bonds)
Fighting counterfeiting and piracy
Improving market surveillance
Tax co-ordination (including legislation to prevent double taxation of businesses, proposals for a common consolidated corporate tax-base)
Deepening the internal market in services
Accelerating adoption and roll-out of technical standards
Improving SMEs' access to capital

The SMA will also include initiatives to improve enforcement of internal-market rules. Those proposed by Monti include accelerating infringement proceedings and withholding EU funds from member states with poor implementation records.

The SMA will be divided into three sections, focused on businesses, consumers, and EU institutional co-operation. The last section will propose giving greater responsibility to the European Council to ensure the proper functioning of the single market.
