Setting the codes of conduct for conflict

AS THE occupation of Iraq is in the process of being defined by the United Nations Security Council, and as an intervention force in the Democratic Republic of the Congo is hopefully being assembled, it is important to clearly understand the legal framework of such military activities – however well intended.
