The best of a (very) bad bunch

At the end of the German presidency of the EU, expanding the European Neighbourhood Policy (ENP) and relations with former Soviet central Asia were adjacent items on the agenda of the Council of foreign ministers. Perhaps it was just a coincidence: the five republics concerned are formally excluded from the ENP, but geographically and strategically there would be a strong case for including them.
