UNCERTAIN ACCORD

A big task in Bonn will be slimming down the negotiating text of the draft climate treaty. But the Copenhagen summit created a new bureaucratic hurdle. In the final hours of Copenhagen, the world's big polluters hammered out a three-page agreement known as the Copenhagen accord. The accord contains all the targets and financial pledges, but it was agreed outside the UN process and has not been approved by all 194 UN members, giving it an uncertain status. Officials hope to make progress in Bonn on putting the Copenhagen accord into the official UN treaty text.
