Unstable Balkan states need stronger foundations

Ever since NATO's 1999 bombing campaign brought a form of resolution to the bitterest internal conflicts in the western Balkans, the EU's policy has taken the form of a grand bargain. The central proposition is that countries of the region can expect eventual EU membership if they build on peace to create democracies ruled by law. The EU has even constructed a ladder of increasing rewards for improved performance, offering progressive access in return for steady ascent.
