Foreign policy chief clashes with member states over EU's position on the peace process.
Any public criticism of Azerbaijan's human rights record could spark an anti-EU campaign in the country.
Egemen Bagis, Turkey's minister for EU affairs and chief negotiator with the EU, put out an interesting statement this week.
