At last week's meeting in Tampere of EU justice ministers, Franco Frattini, the commissioner for freedom, security and justice, sought to persuade them to abandon their vetoes on certain justice matters, saying: “Europe is like a bicycle. It either goes ahead or it falls on the ground.”
