Would-be EU nations on probation

The 2007 deadline for Romania and Bulgaria to join the EU imposed an external discipline on negotiations which risked going on indefinitely. In Romania at least, the date also concentrated the elites' minds on the concrete and urgent implications of EU membership for largely unreformed state machines.
