Cyprus can point to some substantial achievements during its six months holding the rotating presidency of the European Union’s Council of Ministers. They include an agreement on a common patent after decades of discussions; an agreement on a single banking supervisor for the eurozone, reached on the eve of last week’s European Council (13-14 December); an EU budget for 2013; and the resumption of talks with the European Parliament on the Schengen area.
