Report on EU support for Palestine reveals the ‘minefield’ of how to monitor spending

Some of the difficulties that the European Union faces in providing direct financial support for the Palestinian Authority emerge clearly in a report published yesterday (11 December) by the European Court of Auditors (ECA).

Competitive tendering of contracts was all but impossible between 2008 and 2012, for example. It is difficult to ensure that EU money is not misused or does not become a drip-feed, it said. It depicted Israel as an impediment to the EU’s financial support for the Palestinian Authority (PA), and said the PA is not undertaking all the reforms that the EU would like.
