When it comes to making the transport sector pay for its emissions, there are significant differences between aviation and shipping.

There is a key difference between ships and aircraft as far as emissions trading is concerned: cargo has no objection to being re-routed. Passengers who have paid for a direct flight between New York and London will become restive if routed via north Africa. A container full of toys will make no such complaint.
