Summary:
In this key position, you will ensure that one of our three technical and scientific committees operates in an efficient, consistent and independent manner in order to deliver high quality scientific and technical advice with regard to the socio-economic impact of proposed restrictions and authorization applications. This will involve organising the work of the committee and its working groups. The post requires a degree plus relevant experience such as work for multinational scientific or technical committees.
In particular, you will be responsible for the following tasks:
· ensuring the effective and timely planning of the work of SEAC in order to achieve a timely generation of high quality scientific opinions.
· chairing the meetings of SEAC and when necessary its Working Groups ensuring at all times that the rules of procedure and code of conducts are respected.
· ensuring efficient and optimal organisation of the meetings of SEAC.
· contributing to the preparation of the annual and multi-annual work programmes of the Agency and the Unit and to their implementation.
· ensuring that quality controls, risk analysis and review of deliverables are carried out for SEAC, and contribute to the creation, review and update of a quality control system for the management of the Committees.
· ensuring that SEAC is fully aware and follows the ECHA policy and rules regarding transparency and openness, stakeholder participation, management of potential conflicts of interest, and information security.
· ensuring at all times that legal deadlines are met.
· ensuring consistency of opinions within SEAC and, where relevant, between SEAC and RAC, and also with other relevant Committees, including those run by other Community bodies and serving other Community Regulations.
· ensuring seamless coordination and cooperation between SEAC and the other ECHA Committees, in particular with RAC, and with the Forum for Exchange of Information on Enforcement.
· cooperating effectively throughout the Agency to ensure that ECHA delivers high quality and timely scientific and technical advice that is the result of internal consensus; where that is not possible escalate any disagreements to senior management for arbitration.
· contributing to the continuous development of guidance, tools and methodologies relevant to the work of the Committee and integrating them into the working procedures of the Committee.
· coaching and support the Committee Secretariat team to attain their objectives and realise their potential.
· putting draft agenda, drawing attention to sensitive points and possible issues for arbitration, to the senior management and report rapidly the outcome of the meetings.
The Chair shall also support and contribute to the development of ECHA's role in international arena, e.g. on capacity building and sound management of chemicals in accession countries and may be requested to represent ECHA and/or SEAC in this context.
