Van Rompuy puts forward new MFF proposal

Merkel downbeat about the prospects of a deal.

The first day of a European Union summit devoted to the Union’s long-term budget broke up at midnight after Herman Van Rompuy, the president of the European Council, put forward a new proposal that would increase the EU’s farm aid by almost €8 billion and its regional aid by €10bn.
