How should the EU respond to Russia?

The Russian-Ukrainian war calls for a new EU policy.

On Thursday, 27 February, Russian soldiers in unmarked uniforms ended a quarter of a century of post-Cold War peace, by occupying Ukraine’s Crimean peninsula without any declaration of war or public justification. The European Union might not be a military superpower, but it is an economic one, unlike Russia, whose leader has clearly underestimated his country’s own economic weakness.
