The Innovation Forum comes at a moment of renewal for the European Union.

A new European Commission is just getting down to work.

Herman Van Rompuy, the president of the European Council, is also new in office and has identified the problem of low economic growth as of pressing importance. 

Commission President José Manuel Barroso is seeking the participating of both the European Parliament and the member states in preparing Europe2020 as a programme of economic reform and renewal.

In its draft form, Europe2020 highlights the need for innovation-friendly policies. There is widespread agreement that Europe must become a more inventive and entrepreneurial economy if it is to compete effectively in the globalised economy. There is, however, less agreement about how best to encourage innovation in the EU and what priority public policymakers should give to innovation.

The Innovation Forum will be an occasion to discuss the possible development of the EU's innovation policies. What is the likely return on innovation-friendly policies? What are the obstacles that hinder the conversion of research results into marketable products? What might be done to improve the EU's intellectual property protection to provide incentives for inventors, investors and businesses to innovate?

Forum participants will identify where and how the EU might establish an economic advantage over its rivals in new technologies. Can Europe rely on green technologies to improve energy efficiency and exploit the potential of renewable energy resources? Europe's demographics demand innovation in healthcare. The growing pressures on food resources call for innovation in food production. So how likely is Europe to rise to these challenges? Should the EU's focus be on information and communications technology or on some other sector? How will the EU's regulatory framework and socio-political context affect the development of biotechnologies and nanotechnology?

The forum is being staged in the early weeks of the new Commission, as the programme of the administration takes shape. This is an opportune moment to debate Europe's innovation challenges and to look to the future.
